Technical Manager (Pre‑Tender)

About the role

We are seeking an experienced Technical Manager – Pre‑Tender to lead the technical side of tender preparation. You will work closely with the tendering team to develop compliant, cost‑effective construction methodologies for civil, infrastructure and building projects.

Key responsibilities

• Review tender documents, specifications, drawings and client requirements.
• Prepare technical submissions, method statements, execution plans, construction sequences, logistics and traffic‑management plans.
• Identify technical risks, constraints and opportunities during the tender stage and propose solutions.
• Provide techno‑commercial recommendations based on previous project experience.
• Ensure proposed construction methods are feasible, compliant with local authority regulations and industry standards.
• Coordinate with commercial, estimating, planning and other technical teams for a complete tender package.
• Participate in tender clarifications and client/consultant discussions when required.

Required profile

• Minimum 15 years of experience in the construction industry.
• Bachelor’s degree in Civil Engineering or a related discipline.
• Extensive experience in infrastructure, multi‑storey buildings or commercial projects.
• Preferably 10+ years of GCC experience and CRPEP registration.
• Strong knowledge of local authority standards, regulations and approval processes.
• Excellent analytical, problem‑solving and communication skills.

Required skills

• Proficiency with Microsoft Office Suite.
• Experience using Adobe Acrobat for document preparation.
• Knowledge of AutoCAD (preferred).
