Senior EU Cooperation & Programme Cycle Expert

About the role

We are seeking a highly qualified Senior Non-Key Expert – EU Cooperation & Programme Cycle to support technical assistance assignments related to EU external cooperation, programme and project cycle management, identification and formulation of interventions, implementation support, monitoring and evaluation, and preparation of EU programme and technical documentation. The role contributes to enhancing the effectiveness, coherence and visibility of the Strategic and Comprehensive Partnership between the EU and Egypt.

Key responsibilities

• Provide rapid, flexible, high‑quality technical assistance for EU‑funded actions in Egypt.
• Manage programme and project cycles, including identification, formulation, implementation, monitoring and evaluation of interventions.
• Prepare EU programme documentation, action documents, terms of reference, roadmaps and technical notes.
• Deliver training and capacity‑building sessions for Egyptian partner entities.

Required profile

• Master’s degree in international development, economics, public administration, international relations, European studies or a related field.
• Minimum 7 years of professional experience in EU external cooperation and technical assistance.
• Proven experience in project/programme identification, formulation, implementation, monitoring and/or evaluation.
• Experience preparing action documents, terms of reference, programme documents, roadmaps or technical notes.
• English at C1 level; Arabic desirable; French an asset.

Required skills

• Good knowledge of NDICI–Global Europe.
• Familiarity with PRAG procedures.
• Understanding of EU external action procedures.
