Lead Proposal Engineer – Automation & Smart City Projects

About the role

Yokogawa is seeking a Lead Proposal Engineer to drive the development of technical and commercial proposals for automation, smart city, and utilities projects. The role bridges sales, engineering, and project execution to deliver competitive, high‑quality solutions.

Key responsibilities

• Analyze customer RFQs, specifications, drawings, BOQs and tender documents to create accurate technical and commercial proposals.
• Develop cost estimates and pricing strategies for District Cooling Plant (DCP), Building Management Systems (BMS), infrastructure and utilities automation projects.
• Review project requirements and design fit‑for‑purpose automation, control, monitoring and E&I solutions.
• Prepare Bills of Materials, technical compliance documents, and complete proposal packages.
• Coordinate with sales, engineering, procurement and project execution teams to ensure cost‑optimized technical alignment.
• Evaluate subcontractor and vendor quotations, perform bid comparisons and lead commercial negotiations.
• Assist in defining system architecture, networking requirements and integration scope for sales stages.
• Participate in pre‑bid/post‑bid meetings, bid reviews, risk assessments and value‑engineering discussions.
• Ensure timely, high‑quality proposal submissions while maintaining competitiveness and profitability.
• Monitor industry trends, UAE market requirements, competitor offerings and emerging technologies.

Required profile

• Bachelor’s degree in Instrumentation, Electrical, Electronics or a related engineering field.
• 10–15 years of experience in sales support, estimation, proposal engineering or system solutions within building services, infrastructure, utilities or automation.
• Proven experience with District Cooling Plant, Building Management Systems, smart‑city, water utilities, irrigation or metro projects.
• Strong background in Electrical & Instrumentation estimation, including field instrumentation, control panels, PLC/SCADA, networking, cabling, installation, testing and commissioning.
