About the role

The Personnel Assistant I supports Navy Personnel Command in Manama, Bahrain by verifying identity and eligibility of DoD beneficiaries, issuing identification cards, and maintaining DEERS records. This position provides front‑line customer service to military personnel, retirees, dependents, and contractors while ensuring compliance with federal security directives.

Key responsibilities

• Greet and assist customers face‑to‑face, handling inquiries about ID card eligibility and application requirements.
• Verify and issue Common Access Cards (CAC) and Uniformed Service Identification (USID) cards through the DEERS/RAPIDS system.
• Serve as Verifying Official on DEERS/RAPIDS terminals, ensuring data accuracy.
• Answer telephone inquiries, monitor wait times, and manage sign‑in sheets.
• Perform CAC and PIN distribution, PIN resets, and PKI certificate updates.
• Maintain RAPIDS equipment, perform printer maintenance, and return failed cards to DMDC monthly.
• Notify security personnel of any unauthorized or unsafe actions.
• Encourage customer feedback via QR codes and Qualtrics links.

Required profile

• Strong interpersonal skills with the ability to stay composed in stressful situations.
• Attention to detail for accurate data entry and card issuance.
• Ability to follow federal directives such as HSPD‑12 and FIPS‑201‑1.
• Willingness to work onsite in an operational military environment.

Required skills

• Proficiency with the DEERS/RAPIDS system.
• Experience issuing Common Access Cards (CAC) and Uniformed Service Identification (USID) cards.
• PKI certificate management and PIN reset procedures.
• Knowledge of HSPD‑12 and FIPS‑201‑1 compliance requirements.
• Familiarity with the ICAM (Identity, Credential and Access Management) program.
